We can compare the height of two people, avoiding the conjunction than, like so:
Compared to my mother, I am 2cm taller.
My mother and I are very similar but heightwise, she is not as tall as me.

I think your question is where to use 'than' and where to use 'to' for comparison. Use 'to' after words ending with 'or' ie. prior, senior, junior, superior, inferior etc., which are not in comparative form as' taller'.
Please write the OP's sample sentence showing how "to" would be used because it's a bit difficult to see what you are saying.
