When it comes to phrases that would describe this, the first one I thought of is someone who is getting their knickers in a twist, getting unnecessarily riled up for no good reason. This is extremely British, though, and probably isn't the best fit.



Another one I've thought of is someone who is triggered, which is someone who, as the question says, is easily offended, or someone who chooses to get offended at something just to be offended.
