Joelle’s parents Marianna and David have adopted a boy named Daniel, he is legally Joelle’s full brother. Before Marianna met David, she had a daughter named Teresa with another man, Teresa is Joelle’s half sister/actual sister. Are Daniel and Teresa related? Is there a term for this relationship?

Whether or not Daniel and Teresa are related depends on how you define "related." Legally, Teresa is Joelle and Daniel's half-sister. There is no special term in almost all cases where asked for; see Paucity of words for relationships and Is there an accepted rule for naming all of our various distant relatives?

An adopted child is normally taken to be no different to a genetic child. Therefore any relationship that Joelle has to anyone, Daniel has the same one (except for the change in gender of any terms). But this is an "answer" about legal and cultural issues, not English language.
