libpangocairo-1.0.so.0 error, how to resolve

I have suddenly started to experience the error
symbol lookup error: /usr/lib/i386-linux-gnu/libpangocairo-1.0.so.0: undefined symbol: cairo_ft_font_options_substitute
I noticed this when my adobe reader could no longer open. When I run
acroread
I get the above error. I also noticed that
vi filename
gives the same error, but
sudo vi filename
opens filename for editing.
sudo acroread
on the other hand tells me "Adobe Reader does not need to be run as a privileged user. Please remove 'sudo' from the beginning of the command".
I have googled this error but cannot find a solution. I have tried
conda install cairo
Cairo installs (and is already installed from source anyway), but the error persists.
I am working on ubuntu 18.10.
