"Withdrawal from Syria" and "claim of victory over Isis" are NPs. A subject like this which contains a coordination of NPs linked by "and" normally takes a plural verb, so "have" is correct.

In this case I think the singular is acceptable -- the withdrawal-and-claim is regarded as a single event, with the claim acting as justification for the withdrawal.
