Failed apt-get install

I tried to install a package with sudo apt-get install [package]
but it froze during installation. I used sudo dpkg --remove --force-remove-reinstreq PACKAGE
but now, when I want to install something again the previous package tries to install as well and it freezes again.
How can I remove it from the "waiting" list?
apt upgrade
