Reading binary file from cmd in c++

I have to create a programm which loads a binary file from cmd that user has written and then divide it into smaller files. I have already transfered it from cmd by argv. But I don't know how to open that binary file.
The programm is being opened from cmd by giving a path to my programm and the name of the file. I tried to convert argv[1] to a new tab char and then open it binary, but it keeps giving me an error "error: no matching function for call to 'std::basic_fstream::open(std::__cxx11::string&, std::_Ios_Openmode)'
