He has been my friend for 15 years, I believe
When we say "He has been my friend for 15 years, I believe."
Do we often use "I believe" as "not sure about the exact years, but I guess it's 15 years"?
What exactly means "I believe"??

Your instinct seems correct, but more context would be needed for a clear answer. In this case, "I believe" could be replaced with "from my understanding" to help you further understand the use. But it may also be the case that the speakers is not entirely sure if they have been friends during those 15 years - this is where context helps.

"I believe" might imply uncertainty, as in your case. But it's also commonly used in cases where there's no uncertainty involved. ("It's December, I believe.") Or to express an opinion. ("Team Blue is about to win, I believe.")

I'm flagging this as off-topic ("belongs on ELL"). Hi Daniel, you may not be aware that our other site English Language Learners is the best place to look for answers on English questions that a fluent speaker would find trivial. If you have a question for ELL, be sure to read their guidance on what you can ask. :-)
